The Community Development Division administers the Community Development Block Grant (CDBG), Emergency Shelter Grant (ESG), HOME Investment Partnership Program, State Housing Initiatives Partnership (SHIP), Neighborhood Stabilization Program (NSP), Housing Preservation Grant, and Housing Finance Authority programs by implementing all regulations and procedures established by the U.S. Department of Housing and Urban Development, the State of Florida, and the Pasco County Board of County Commissioners.

The Division also is the lead agency for the Coalition for the Homeless, and helps homeless agencies help people in need.
