WELCOME to Planning and Growth Management

 

 

Planning and Growth Management manages the growth of Pasco County to implement the New Comprehensive Plan and to enforce the various Land Development Codes and Ordinances. To accomplish long-range planning objectives identified by the Board of County Commissioners and to coordinate with the State, Tampa Bay Regional Planning Council, and other agencies on joint planning initiatives. To work on special projects such as the US 19 Redevelopment Study and other special area studies. To manage and monitor impacts of larger projects such as Developments of Regional Impacts (DRIs) and Master Planned Unit Developments (MPUDs) on the County's infrastructure and public services.

 

Planning and Growth Management oversees the implementation of and ensures consistency with the Pasco County Comprehensive Plan and compliance with the Florida Statutes and Florida Administrative Code in numerous areas. The following functions accomplish these objectives:


1. Reviewing, processing, and overseeing all Developments of Regional Impact (DRI) in accordance with Chapter 380, Florida Statutes.
2. Review and coordination of the establishment of Community Development Districts in accordance with Chapter 170, Florida Statutes.
3. Assess the consistency with the Pasco County Comprehensive Plan through the review of all preliminary plans/ preliminary site plans, construction plans, record plats, vacation of rights-of-way, and rezoning applications.
4. Periodic assessment and updates to the Pasco County Comprehensive Plan and preparation of Small Scale Development Amendments and biannual Comprehensive Plan Amendments reflecting changing patterns of development.
5. Continued implementation and coordination of special projects, such as the Pasco County groundwater geotechnical study, wildlife habitat study, SR 54 corridor study, and general local mitigation strategy.
6. Coordination of three new special projects: US 19 Study, the development of conservation, employment center and town center ordinances, and the Pasadena Special Area Study.
7. Assist in the development of transportation planning tools such as the Traffic Impact Study Guidelines and a new Concurrency Management system.
8. Coordination of Historical Preservation Committee and issuance of Certificates of Appropriateness for development.
9. Prepare Inter-Local Agreements and Developer's Agreements.
10. Planning and Growth Management Reports: Tracking and analyzing data for development trends, new projects, census statistics, etc.
11. Review, process, and oversee all Traffic Impact Studies for various development plans and rezonings.
