WELCOME to Metropolitan Planning Organization (MPO)
Metropolitan Planning Organization (MPO) is responsible for transportation planning in Pasco County.
MPO is funded primarily by two federal grants through the Florida Department of Transportation. The three groups involved in the planning function include elected officials of the MPO Board, the Technical Advisory Committee, comprised of staff and agencies, and the Citizens' Advisory Committee. The MPO is the State and Federally recognized official Transportation Planning Agency for Pasco County including the municipalities. The County has an agreement with MPO to provide staff services.
For Fiscal Year 2008, the MPO will concentrate on the following:
1. Follow the Federal Transportation Planning Process to ensure Federal and State funding of improvements for a multimodal transportation system.
2. Develop the MPO's unified planning work program budget.
3. Develop the Pasco County MPO list of priority projects.
4. Develop the five-year Transportation Improvement Program (TIP) for State and Federal transportation projects.
5. Implement the MPO's 2025 Long-Range Transportation Plan (LRTP) and the 2015 Interim Plan via the MPO's list of priority projects and the TIP.
6. Develop a regional transportation project priority list including Transportation Regional Incentive Program grant funds.
7. Update the Pasco County MPO LRTP to a new horizon year of 2030, in conjunction with the development of an update of the Regional LRTP. These plans will be adopted by December 2009.
8. Develop a continuity of operations plan that will guide how the MPO will continue to function after a disaster.
9. Assist the County with the US 19 Urban Infill and Redevelopment Plan and the FDOT with the corridor plan that will include median channelization; continuous, right-turn lanes; and other long-term and short-term improvements.
10. In conjunction with Hillsborough and Pinellas MPOs, develop a coordinated, public transit, human-services transportation plan.
11. Assist with regional public-involvement processes and regional transportation meetings.
12. Strengthen the public-involvement process by providing MPO activities and documents on the MPO website.
13. Develop corridor-management plans for specific highways.
14. Coordinate regional transportation planning with other MPOs.
15. Assist in refining the regional transportation forecasting computer model.
16. Continually update the Traffic Congestion Management System.
17. Provide transit planning for the Pasco County Public Transportation Division.
18. Develop a major update of the five-year Transit Development Plan.
19. Implement the Transit Development Plan.
20. Fund and support the Transit Disadvantaged Community Transportation Coordinator.
21. Fund the County Traffic Operations Division to perform annual road-traffic counts.
22. Provide current and projected socioeconomic and land use data for the County.
23. Provide current-year and future-road classification maps, number-of-lanes maps, current-year available capacity tables, list of congested roadways, clear-zone tables, and Joint Participation Agreements.
24. Seek funding for the implementation of the Countywide bicycle and pedestrian plan.
25. Refine ultimate road network plans for subareas of the County.
26. Update and refine the Multiuse Trail Plan for the region and seek funding to interconnect trails.
27. Assist with the Goods Movement Study for the region.
